Bloomberg reports that many companies paying for Microsoft Copilot still see employees drift to ChatGPT. That's awkward for Microsoft, but the issue goes past branding. There's a product gap here, and technical teams have been noticing it for a while.

People usually stick with the assistant that feels sharper, more flexible, and less restrictive. Right now, that's often ChatGPT.

For engineering leaders, the interesting part is the product design underneath the rivalry. Enterprise AI adoption is sorting around a simple choice: a tightly embedded assistant tied to one software stack, or a general model interface teams can shape into actual tools.

OpenAI has been winning that fight inside a lot of companies.

Why employees prefer ChatGPT

Usability is part of it, but that's too vague to be useful. ChatGPT often feels like a full AI workbench. Copilot, especially in Microsoft 365, feels like an assistant slotted into Microsoft apps.

That matters.

If your day is Outlook, Word, Excel, and Teams, Copilot's deep Microsoft integration is genuinely useful. Meeting summaries, drafted emails, context pulled from Microsoft Graph, it all fits the enterprise pitch. IT departments like how neatly it sits inside existing controls.

But most workers don't stay inside one neat box. They jump between docs, code, internal wikis, PDFs, tickets, SQL consoles, Slack threads, browser tabs, and whatever data dump somebody exported that morning. ChatGPT handles that sprawl better because it was built as a general interaction layer first.

That gives it a few practical advantages:

  • faster access to newer model behavior
  • better support for custom workflows
  • a stronger sense that users can bend it to their needs

That last point sounds subjective. It isn't. Enterprise software gets judged fast on whether it feels boxed in.

Model access still matters

Some enterprise buyers like to act as if models become interchangeable once governance and procurement wrap around them. They don't.

Bloomberg points to one of the main reasons ChatGPT keeps an edge: users often get more direct access to OpenAI's latest flagship model capabilities, while Copilot deployments may run on tuned or staged versions that don't always match the newest releases in lockstep.

For technical users, that lag shows up quickly. Better reasoning, coding, tool use, and larger context windows aren't cosmetic. They change what the assistant can handle.

A 32K-token context window, for example, lets you drop in a long policy document, a system design note, a large code chunk, or a messy project brief and still have room to work. In practice, that means less prompt fragmentation and less context loss. Fewer "paste the rest" moments. Fewer brittle workarounds.

If you're building internal AI tooling, those details matter fast:

  • fewer retrieval hops for medium-sized documents
  • less orchestration logic around chunking
  • stronger performance on multi-file reasoning
  • better output consistency in long threads

Copilot can still help here, but it's usually at its best when the context already lives inside Microsoft's graph of files, mail, and meetings. That's powerful. It's also narrower.

Extensibility is where the split shows up

For developers, extensibility is the bigger issue.

ChatGPT Enterprise has historically offered more room for customization through custom instructions, uploaded enterprise data, function calling, structured outputs, and plugin-style integrations. That makes it easier to turn a general assistant into a domain-specific worker.

That's where most enterprise AI value shows up anyway. Narrow internal use cases, not broad chat.

Think about what teams actually build:

  • a policy assistant that searches compliance docs
  • an engineering bot that reads pull requests and flags risky changes
  • a finance tool that answers questions against approved spreadsheets and filings
  • a support assistant that drafts responses using ticket history and product docs

Those systems live or die on integration quality. Can the model call internal APIs? Can it return structured JSON without fragile regex cleanup? Can it retrieve from a vector store, reason over the result, then trigger an action?

ChatGPT works well for that style of system because the surrounding platform supports it. Function calling in particular cuts out a lot of ugly glue code. If the model returns schema-constrained JSON, you can wire it into existing services without treating every response like untrusted prose.

Bloomberg's RAG example points to the pattern most teams use now: embed documents, store vectors, fetch relevant chunks, then pass them into a generation step. That's standard practice at this point. The question is how much ceremony the platform adds around it.

OpenAI's tooling has generally felt closer to a developer product. Microsoft's feels closer to a suite feature.

Copilot's strength is also its constraint

Microsoft didn't build Copilot badly. It built Copilot around Microsoft's enterprise moat.

The product makes the most sense if your company already runs on Microsoft 365, Entra, SharePoint, Teams, Outlook, and Graph. Then Copilot can sit on top of systems IT already controls. Security, identity, permissions, compliance, and procurement line up pretty cleanly.

That's a real advantage. For some organizations, it's enough.

But the same design can make Copilot feel rigid when teams need to move outside the Microsoft stack. A lot of enterprise workflows are cross-system by default. Internal docs may live in SharePoint, but engineering specs are in GitHub, support history is in Zendesk, product telemetry is in Snowflake, and customer records are in Salesforce. A useful assistant has to cross those boundaries without turning into a consulting engagement.

That's where ChatGPT keeps finding room to grow. It's easier to treat it as a general AI layer connected to enterprise systems, rather than a Microsoft-native assistant that works best when the problem already fits Microsoft's shape.

Security and governance still decide deals

Both OpenAI and Microsoft now sell enterprise-grade privacy, compliance, and admin controls. That part of the market matured quickly. The old idea that ChatGPT is the consumer toy and Copilot is the serious enterprise option doesn't hold up the way it once did.

Security teams now care about narrower questions:

  • where data lives
  • how isolated the deployment is
  • what gets logged
  • whether admins can audit prompts and outputs
  • how permissions carry into retrieval
  • what happens across tenants and regions

Bloomberg argues that ChatGPT Enterprise has an edge in areas like automated data expungement, dedicated deployments, and detailed auditability. Those features matter most in regulated environments and large internal rollouts, especially when AI use crosses departments with different risk profiles.

Copilot still benefits from Microsoft's compliance machinery and identity stack. But companies with messy cross-tenant setups or mixed data environments can hit friction. Security architecture that looks tidy on a slide doesn't always survive real enterprise sprawl.

That's one of the quieter reasons employees route around official tools. If the approved assistant can't reach the right material or gets tangled in access boundaries, people go elsewhere.

What teams building internal AI should ask

If you're choosing between these platforms, start with the assistant you actually need to build.

Copilot fits best when the goal is productivity inside Microsoft 365 and you want admin-friendly deployment with minimal custom engineering. Drafting, summarization, meeting follow-ups, document help, and graph-connected office workflows are where it makes the most sense.

ChatGPT fits better if you need a broader assistant platform that developers can shape into internal products. That includes RAG-heavy systems, API-connected tools, coding assistants, knowledge bots, and workflows that span multiple systems.

A few checks are worth doing before vendor claims take over.

Ask how much orchestration your team will own

If the assistant needs retrieval, tool invocation, custom instructions, structured outputs, and integration with internal services, pick a platform that won't fight that architecture.

Test long-context behavior on real documents

Skip the demo prompts. Use policy manuals, architecture docs, support transcripts, procurement rules, and giant markdown files.

Measure schema reliability

If downstream systems expect JSON, test the real error rate. One flaky field can break the whole automation chain.

Audit the security model in mixed environments

Especially if your data spans Microsoft and non-Microsoft systems. Permissions drift and partial visibility are where these products get exposed.

Watch user pull, not license counts

If employees keep opening ChatGPT instead of Copilot, that's a product signal. Don't wave it away as habit.

The split is clearer now

For a while, Microsoft had stronger enterprise distribution and OpenAI had stronger product momentum. Now that split is showing up in actual customer behavior.

Distribution gets software installed. Product quality gets it used.

In enterprise AI, usage matters. If workers find one tool better at reasoning, coding, document synthesis, or connecting to the systems they already use, they'll route around the officially sanctioned option. That seems to be what's happening here.

For developers and technical decision-makers, the takeaway is straightforward. Don't treat these as interchangeable assistants with different logos. They reflect different ideas about how enterprise AI should work.

A lot of users are choosing the one that gives them more room to work.
